First, make your sim swim in a pool (it works better in a pool you made yourself). 
Now type this into cheatsbox: moveObjects on
Now go into buying mode. You should be able to drag any object anywhere, including sims. 
Drag your sim out of the pool, and go on live mode. Your sim should start swimming where 
you dragged it.
