Bring up the cheats menu then tpe testingcheatsenabled true after that click enter then 
bring the cheat menu up again and type in buydebug then go to buy mode there should be a 
question mark that says debug and you will have stuff from other countries and stuff you 
dont get usually in buy mode like fire trucks awards etc.
