If you find yourself low on health while not on a mission, save money and medicine by 
finding a Memory Start or an Assassination Contract pigeon coop and accepting the mission. 
You'll notice your health meter will refillwhen the mission begins. Then just press Start, 
abort the memory and you'll keep your health.
