Cheat mode:

At the main menu, select "Options", "Cheat Codes", then enter one of the 
following codes to activate the corresponding cheat function:
All Arcade mode races, mini-games, and Story mode worlds 
Enter "PLAYALL" as a code to unlock all Arcade mode races, mini-games, and 
Story mode worlds.
