By default all weapons are at level 2 online. To be able to begin tuning 
weapons online you must unlock and fully complete the Speed Kills series 
with bronze or higher on all events. Then you can tune weapons to whatever 
level online. To unlock speed kills you must complete Fine Tuning race series.
